Seven Pines CDD fees, explained straight.
Most sites tell you Seven Pines has a $90-a-year HOA and stop there. That’s true — and dangerously incomplete. The community also carries a CDD assessment on the Duval County tax bill, and it’s the number that actually belongs in your monthly math. Here’s the whole picture.
The full fee stack, honestly
Seven Pines has three cost layers most listings never line up in one place. The HOA is genuinely minimal — $90 to $100 a year on current listings. The CDD assessment is the real number: a Community Development District financed the community’s infrastructure and amenities — the central park, lakes, trails, and Residents Club — and residents repay it through an annual non-ad-valorem line on the property-tax bill. Recent Seven Pines tax bills in the MLS run meaningfully above what Duval millage alone would produce — on the order of $3,000-plus a year, varying by lot. And property taxes themselves ride on top, at Duval rates on your assessed value. The package is still competitive for a community of this caliber — but the honest comparison number is the full stack, not the $90.
Where it shows up (and where it doesn’t)
The CDD is never part of the HOA dues — it appears on the annual Duval County tax bill as its own line. If your mortgage escrows taxes, it’s collected inside your monthly payment automatically, which is why some owners couldn’t tell you their CDD amount if you asked. Roughly $3,000 a year is about $250 a month of carrying cost — real money that belongs in the buy-versus-buy comparison from day one, not discovered at closing.
The part nobody tells you
CDD assessments have a bond component that can be prepaid — so two similar Seven Pines homes can carry different bills, and the amount varies by lot as well. The listing usually won’t say, and the portals get this community’s fees conspicuously wrong in both directions. The county record shows the true number for each specific home: I pull the exact CDD line, the full tax bill, and the HOA on every Seven Pines home my buyers consider, so the monthly math is real before you offer.
Common questions
Does Seven Pines have a CDD fee?
Yes. Seven Pines carries a Community Development District assessment that appears as its own non-ad-valorem line on the annual Duval County property-tax bill — separate from, and much larger than, the $90-per-year HOA dues most listings advertise. Recent Seven Pines tax bills in the MLS run meaningfully above base millage — on the order of $3,000-plus a year depending on the lot.
Why is the Seven Pines HOA so cheap if there’s a CDD?
Because the two do different jobs. The minimal HOA covers association administration, while the CDD financed and maintains the community’s real infrastructure and amenities — the parks, lakes, trails, and Residents Club. Communities with big amenity packages fund them one way or another: some through high HOA dues, Seven Pines through a district assessment on the tax bill. Neither is a scandal — but comparing communities on the HOA number alone is how buyers get surprised.
Is the CDD included in my mortgage payment?
Usually, indirectly. The assessment rides the county property-tax bill, so if your lender escrows taxes it gets collected inside your monthly payment automatically. That’s exactly why it belongs in your budget math up front: roughly $3,000 a year is about $250 a month of real carrying cost that a "$90 HOA" headline never shows.
Does the Seven Pines CDD ever go away?
Partially, over time. CDD assessments have two components: debt service on the bonds that built the community (which amortizes and can often be prepaid) and an operations-and-maintenance portion that continues as long as the amenities do. Because the bond side can be prepaid, two similar homes can carry different bills — the county record shows the truth for each parcel, and I pull it on every Seven Pines home my buyers consider.
